TXRFP / Texas Residential Fraud Prevention

The streak is over.

We integrate member write-offs and ID-theft outcomes across REPs and return a real-time enrollment score so the same phone, email, last-4, or ESI ID can’t burn three REPs in a row.

Hoppers count on you not knowing who they are. Those days are over.

  • Texas non-POR
  • Outputs only
  • Contribute-to-query

01 / The adversary

Three books. One identity. A one-way streak.

Point tools already exist. The shared negative file does not. Texas is non-POR — the REP owns collection risk — and 16 TAC §25.472 will not let providers swap the last book peer-to-peer.

The hoppers shop the books that cannot talk to each other. That is the streak. That is what ends.

  1. 01

    Enroll

A phone, an email, a last-4, an ESI ID. The session looks clean. Point tools pass.

  2. 02

    Don’t pay

First bill never paid. Charge-off. ID-theft affidavit after the switch. The loss stays on the book that took the sale.

  3. 03

    Move

Same identifiers. Next REP. The file that would have stopped it is locked inside the last book — and the statute forbids the swap.

What REPs already buy

Identity, device, and liveness vendors catch a lot of the obvious cases. They are useful. They are not a bureau.

  • WattFraud

Known-bad identity signals at the point of signup.

  • Persona

Document and identity verification for a single applicant.

  • VoIP / selfie

Device and liveness checks on the session in front of you.

What still gets through

Serial hoppers and write-offs. Mid-size and independent REPs get burned first because they cannot share the file. The hoppers shop the books that cannot talk to each other.

In the file

  • Serial hopper
  • First-bill never paid
  • Charge-off / write-off
  • ID-theft affidavit
  • Phone reuse
  • Email reuse
  • Last-4 reuse
  • ESI ID reuse

02 / The instrument

Named outputs. Not another point check.

This is not VoIP, VPN, or selfie. Those already exist. TXRFP is the missing write-off and ID-theft outcome layer — a bureau look-up at signup, outputs only on the return.

  • SCORE

    Enrollment-time score

Returned at signup. Not after the first unpaid bill. A bureau look-up, not a dashboard after the loss.

  • FILE

    Contribute-to-query

Members who query also contribute. No free riders. The negative file stays current because participation is the price of the look-up.

  • CODES

    Reason codes and flags

Bureau-style outputs. Charge-off. Affidavit. First-bill never paid. You receive the codes — not another REP’s ledger.

  • DECISION

    Approve / step-up / decline

The bureau does not take the sale. Your enrollment policy decides the action. The instrument returns the file. You keep the authority.

03 / How it works

History in. Score out. Decision stays with the REP.

  1. 01

    Per-REP MSA

Each member contracts contribution terms, permitted uses, and the outputs they will receive. No informal data swap.

  2. 02

    Monthly history file

Charge-off, ID-theft affidavit, and first-bill-never-paid outcomes. Fed on a regular cycle so the file reflects the book, not a one-time dump.

  3. 03

    Enrollment API

At signup, query phone, email, last-4, or ESI ID. TXRFP returns a score, reason codes, and negative-file flags in real time.

  4. 04

    Approve / step-up / decline

Your enrollment policy decides the action. The bureau does not take the sale. It returns the file output your risk team already knows how to use.

04 / Design partners

Ninety days. History on day one.

A small set of Texas REPs. Not a public launch. Not a consumer product. The ask is operational.

  • History file on day one

Charge-off, ID-theft affidavit, and first-bill-never-paid outcomes so the file is live before the first enrollment query.

  • Enrollment API in the window

Wire the signup path to TXRFP. Approve, step-up, or decline stays on your side.

  • Implementation waived

If the history file is fed on day one, implementation is waived for the 90-day design-partner pilot.

Design-partner request

For REPs and risk owners. Not a consumer inquiry.
